  • 1/4 tsp black pepper

    Step 1: Prepare the Mashed Potatoes

    1. Boil the potatoes in a large pot of salted water until fork-tender (about 15-20 minutes).
    2. Drain and mash with butter, milk, salt, and pepper. Stir in cheese if using. Set aside.

    Step 2: Cook the Meat Filling

    1. Preheat oven to 400°F (200°C).
    2. Heat olive oil in a skillet over medium heat. Add onions, garlic, and carrots. Sauté for 3-4 minutes until softened.
